He holds a PhD in Applied Health Economics from the University of Queensland and serves as Senior Technical Advisor for Health Systems Strengthening, Health Economics and Evidence Synthesis at EPIC for Health Systems, where he leads health financing and priority-setting work for the Ethiopian Ministry of Health, WHO and the World Bank. He previously directed health technology assessment and market access programmes across low- and middle-income countries at Management Sciences for Health in Washington, DC. His methodological work spans cost-effectiveness and budget-impact modelling, discrete choice experiments, real-world evidence and evidence synthesis, and he served on Ethiopia's HTA Institutionalization Taskforce.

His research examines how medicines and services are delivered and experienced in practice, and how evidence is translated into routine care. He is among the most highly cited members of the chapter, with a body of work widely drawn on across pharmacy practice and health services research.

His doctoral research at the University of South Australia developed and validated methods for longitudinal, patient-reported monitoring of medicine-related symptoms and adverse drug events in older people, including work on the responsiveness and minimum important change of the Pharmacotherapeutic Symptom Evaluation instrument and a secondary analysis of the ReMInDAR trial in residential aged care. He holds an MSc in Pharmacology and has taught and supervised pharmacy and medical students since 2017.

His work includes an African-first randomised controlled trial of pharmacist-led care for type 2 diabetes, which led to the adoption of medication therapy management services at a major teaching hospital, alongside predictive risk modelling for medication non-adherence and culturally adapted patient-reported outcome measures. He works across qualitative and quantitative methods, including psychometric testing and clinical prediction modelling, and teaches applied pharmacotherapeutics while supervising honours and doctoral students.

His work emphasises chronic disease management and the integration of pharmacists into care teams, and has been published in journals including BMJ Open Diabetes Research and Care, PLoS One and Research in Social and Administrative Pharmacy.
